DOS METODOS DE EVALUACIÓN: CRITERIOS Y TEORÍA DEL PROGRAMA (LIGERO LASA, JUAN ANDRÉS) (Sin clasificar)

No hay una única forma de evaluar, existen diferentes métodos, reflexiones y aproximaciones sobre cómo hacer evaluación. Esto quiere decir que hacer evaluación también implica decidir sobre el procedimiento a utilizar entre una amplia gama de opciones. Ante esta diversidad de propuestas teóricas, llama la atención que en el sector de la cooperación al desarrollo se dé la presencia hegemónica de un determinado método de evaluación, como es el modelo de criterios propuesto por el Comité de Ayuda al Desarrollo (CAD) de la Organización para la Cooperación y el Desarrollo Económico (OCDE). El presente texto pretende revisar el modelo en sus virtudes y defectos y proponer al menos otra forma alternativa de proceder, la evaluación de la teoría del programa. No deja de ser una limitación el proponer solamente una única alternativa sabiendo que existen otras aproximaciones lúcidas y útiles. Pero el objetivo del texto es mostrar que hay otros métodos posibles y no aspirar a convertirse en una recopilación de teorías y modelos, algo que por otro lado ya está escrito.
