Obra sense precedents en la producció historiogràfica del nostre país, l'estudi del doctor Sarrión traça els orígens del notariat occidental fins l'Alta Edat Mitjana, utilitzant una documentació tan original i desconeguda al nostre país com la del monestir alemany de Sankt Gallen. L'autor examina tant els seus aspectes jurídico-diplomàtics o històrico-jurídics com la història factual del monestir, marc incomparable en què foren posats els fonaments de la professió notarial moderna.

Estudi minuciós que parteix d’un magnífic conjunt documental constituït bàsicament per documents del fons Empúries de l’Arxiu Ducal de Medinaceli i pel fons notarial castelloní de l’Arxiu Històric de Girona, que abraça des de les darreres dècades del segle XIII fins a finals del segle XIV. Aquesta documentació seriada li permet analitzar l’evolució dels temes analitzats i establir una clara diferenciació entre l’abans i el després de la intervenció comtal en la gestió i administració dels molins i les salines que es produí en la dècada dels anys trenta del segle XIV. L’estudi està dividit en tres grans apartats. La primera part, dedicada als aspectes jurídics, comprèn aspectes relacionats amb la propietat de molins i salines i la fiscalització del consum de sal i farina. Un segon apartat se centra en els aspectes tècnics: l’abastiment d’aigua, les característiques dels molins, dels seus aparells i de les salines. Finalment, el dedicat als aspectes socioeconòmics, on aborda tot allò referent a la gestió i explotació de molins i salines.

El Llibre de Provisions i cartes reials tanca l’edició dels cartularis medievals de la vila de Puigcerdà després de les transcripcions del Llibre de Privilegis de la Vila de Puigcerdà, el Llibre Verd, el Trasllat del Llibre Verd i el Dietari de la fidelíssima vila de Puigcerdà. Aquí es transcriuen les 229 provisions reials atorgades a Puigcerdà entre 1285 i 1591 i compilades en aquest volum del segle XIV. Són actes unilaterals i sobirans que difereixen dels privilegis per ser mesures concretes de govern i administració local, tot i que sovint la diferència entre una provisió i un privilegi és molt tènue.
