A la Butlla d'indicció del jubileu, Misericordiae vultus, el papa Francesc cita tres papes per a indicar la seva atenció particular al tema de la Misericòrdia. El primer a qui fa referència és Joan XXIII que, en convocar el Concili, havia dit: «Ara l'Esposa de Crist prefereix emprar la medecina de la misericòrdia per comptes d'empunyar les armes del rigor... L'Església catòlica, mentre amb aquest Concili Ecumènic alça la torxa de la veritat catòlica, vol mostrar-se mare amantíssima de tots, benigna, pacient, moguda per la misericòrdia i la bondat envers els lls separats d'ella». El segon és Pau VI, qui, en la conclusió del Vaticà II, recordava com l'ensenyament conciliar havia estat sota la llum de la paràbola del Samarità. Finalment esbossa una síntesi del pensament de Joan Pau II a la seva encíclica Dives in misericordia.
