Membre de la Comissió Mixta de Valoracions Estat-Generalitat (1989-1996). Ha estat el membre espanyol del Tribunal de Comptes Europeu des del 1994 fins al 2000. És secretari de Política Econòmica de la Comissió Executiva del PSC i en les darreres eleccions autonòmiques va ser elegit diputat al Parlament de Catalunya.És conseller d?Economia i Finances de la Generalitat de Catalunya des del 22 de desembre del 2003, i president de la Comissió Mixta de Valoracions Estat-Generalitat des del 20 de gener del 2004.

Compromès en la vida ciutadana, és membre actiu de diferents patronats de caràcter sociocultural (Gran Teatre del Liceu, Teatre Lliure, Fundació Olof Palme, Institut d`Humanitats, Capella Reial de Catalunya i Instituto Universitario Ortega y Gasset). El seu pensament sociopolític, de profundes arrels d`humanisme cristià, l`ha donat a conèixer a publicacions com Poble i consciència nacional (1986) o Camins de diàleg (2003), ambdós publicats per Edicions 62.
